US Excludes 19 Countries From DV-2026 Lottery; India Among Those Ineligible

Which Countries Are Not Eligible for the Diversity Visa Program?
For the Diversity Visa Lottery 2026, nationals of the following 19 countries were not eligible to participate:
Bangladesh, Brazil, Canada, China, including Hong Kong SAR, Colombia, Cuba, Dominican Republic, El Salvador, Haiti, Honduras, India, Jamaica, Mexico, Nigeria, Pakistan, Philippines, South Korea, Venezuela, Vietnam
India's inclusion on the list means Indian citizens could not enter the Diversity Visa Lottery 2026. The programme generally excludes countries that have had high levels of immigration to the US in recent years.
Who Is Eligible for the US Green Card Lottery?
The Diversity Visa programme is designed to provide an immigration pathway to nationals of countries with historically lower levels of immigration to the United States.
For DV-2026, applicants generally needed to meet at least one of the programme's education or work-experience requirements:
- A high school education or equivalent; or
- At least two years of qualifying work experience within the previous five years in an occupation requiring the specified training or experience.
The programme can provide up to 55,000 immigrant visas annually, although the effective DV-2026 allocation was reduced to approximately 51,850 because of statutory deductions. No single country can receive more than seven per cent of the available visas.
What Happens After a Green Card Lottery Selection?
Being selected in the Diversity Visa programme does not automatically guarantee a United States Green Card or US permanent residency.
Selected applicants must still:
- Complete the required immigration application process
- Meet all eligibility requirements
- Attend the required interview and screening
- Obtain the visa or complete adjustment of status within the applicable deadline
For DV-2026, selected applicants must complete the process by September 30, 2026. After that date, the selection provides no further benefit for that programme year.
What Does This Mean for Indian Applicants?
Since India is among the 19 countries excluded from DV-2026, Indian citizens cannot use this particular lottery route to pursue US permanent residency.
