Sponsors would face stricter monitoring requirements, including verifying participants' programme activities, promptly reporting changes through SEVIS, and maintaining detailed records throughout the exchange period.
The proposal also introduces stronger oversight of host institutions to ensure participants continue to meet the objectives of their approved exchange programmes.
Indian Researchers and Doctors Could Be Affected
The proposed changes are expected to impact Indian nationals participating in research, academic, and medical training programmes under the J-1 Visa. This includes research scholars, university faculty, physicians, and other professionals who rely on the Exchange Visitor Program to study, teach, or receive specialised training in the United States.
Participants would continue to require a valid DS-2019 form and would need to comply with any additional reporting or documentation requirements introduced under the final rule.
Proposal Not Yet in Effect
The Department of State has released the proposal for public review, meaning the changes are not yet in force. The rule must complete the federal rulemaking process before becoming effective, and modifications may still be made after public comments are considered.
